CBI court sends Punjab Police Head Constable to 5 years’ RI in 1991 abduction

Mohali, July 4 (IANS) A Special CBI Court in Punjab’s Mohali on Saturday sentenced the then Head Constable of Punjab Police to rigorous imprisonment for 5 Years in a case related to the abduction of a man in Tarn Taran district in 1991, an official said.

The CBI Special Court also imposed a fine of Rs. 10,000 on convict Kashmir Singh, said a CBI official in a statement.

The Central Bureau of Investigation (CBI) registered the case on March 20, 2006, in compliance with the order dated January 27, 2006, of the High Court of Punjab and Haryana passed in a Criminal Writ Petition filed by the victim Baljit Singh’s wife.

She had filed the complaint against Suba Singh, SHO, Police Station Chabal, Tarn Taran; Dalbir Singh, ASI; Kashmir Singh, Head Constable; and Ravel Singh, Constable of Punjab Police.

It was alleged that on August 7, 1991, Baljit Singh was taken away by the accused police officials and detained in Police Station Chabal for about 10 days.

His family members met him on every alternate day. However, after 10 days, the police officers completely denied custody of Baljit Singh and his whereabouts.

On completion of the investigation, the CBI filed a chargesheet on April 26, 2007, against the accused.

The Special CBI Court, Mohali, on March 29, 2023, convicted the co-accused, Dalbir Singh, Suba Singh, and Ravel Singh, and sentenced them to Rigorous Imprisonment for Five Years with a fine of Rs 10,000.

However, Kashmir Singh absconded during the trial and was officially declared a Proclaimed Offender (PO) on July 21, 2010.

After evading justice for over 15 years, Kashmir Singh was arrested by the CBI on November 12, 2025. Charges were formally framed against him on March 2, 2026.

On Saturday, the Special CBI court held the accused guilty of conspiracy and abduction and sentenced him to imprisonment for five years, the CBI said.
